Annie Nguyen (VNTB) Phan Anh – a prominent MC in Vietnam who was asked on TV for his motive while sharing information about fish kill disaster in Vietnam – has been received a big concern and support from the community after his calling up for joining hands via Facebook. The calling related to financial supports for the residents in Central of Vietnam who were affected by floods.
Within 36 hours from calling, he received nearly 10 billions VND (448,000 USD) – an extremely huge amount of donation in short of time for immediately aid. He first gave his own 500 millions VND (22,400 USD) for the aid – proof in the calling.

On Sunday evening, Phan Anh said he wants to support at least 1,000 households in the two hardest effected provinces. The packages would includes 500,000 canisters of 0.5 kg of salted shredded pork and water purification packets.
Strength of the prestige
After couple of hours from the calling, several hundred-thousands of positive shares on Facebook has been made.
The comments and sharing on Facebook almost show “We with you”, “hope for a brighter central of Vietnam”.
Meanwhile, there were some related shares calling people not to support the community via SMS dial – which will put 15,000 VND (~ 1$) to “support the people in central Vietnam”. This term had been held for many years. But day by day, the people seems loose their trusts on the system due to the ineffectiveness and intransparency of that support. Thousand cases of money cut down were made, bad quality of foods and rice were provided by that system.
The messages calling from that prominent MC, and other human rights and democracy activists have better performances in the eyes of the community – since their immediate actions and transparency on financial action, which is updated frequently via the internet.
The trend reflects that the Government of Vietnam is facing a big challenge – the prestige of the people.
Does Vietnamese government system too slow in reaction?
On Tuesday Oct. 18th, 2016 at 2 pm, Phan Anh and his group have already been in the hardest hit areas. The group has several journalists to ensure the transparency of the aid trip – Phan Anh said on his Facebook.

Local newspaper quotes Prime Minister Nguyen Xuan Phuc: “On behalf of the Government, I suggest that organizations and individuals, nationwide compatriots sharing difficulties with the people of the stricken areas”.
The launching ceremony organized by the Government Office with participation of the Prime Minister, the Deputy Prime Minister and Public Servants of the Government Office.
In the same day, the Ministry of Health, Ministry of Agriculture and Rural Development (MARD)will also launch a donation to support people in the central region, in which the MARD will present 200 million VND (9000 USD).

In early June, 2016, MC Phan Anh was the one who was asked on the TV for sharing the information about fish killed. He was continuously asked “What is your motive?”. At that time, ‘What is your motive to share on Facebook’ was a new meme in Vietnam.
The floods was highly suspected by sudden water discharged of a hydropower dam in central Vietnam named Ho Ho. Which did not inform the people in required time.
Dang Quoc Khanh, the provincial mayor, said water released from hydropower dams on Friday night had caused water levels to rise quickly and no one was able to handle the situation. “You cannot just discharge so much water that fast,” Khanh said during a visit to affected areas on Saturday morning.
The information from a journalist on Facebook shared that, he wasn’t invited to the press meeting on the next day. After an hour, he knew and ran fast to the meeting.
As of October 17th, storms have claimed 35 lives in Central Vietnam, according to data from The National Committee for Search and Rescue. Four remain missing. The whole region was in flood as high as 3 meters.
Officials now say floodwaters swallowed 120,000 homes — 22,000 more than the day before.
